JAKARTA (Telukharunews) - Meetings of the Commission VII of the House of Representatives with the Ministry of Energy, Monday (10/9) afternoon, agreeing lifting gas in 2013 amounted to 2.26 million draft budget BOEPD (barrels of oil equivalent per day), consisting of lifting 900,000 barrels of oil per day and lifting gas 1.36 million barrels of oil equivalent per day.

The meeting led by the Chairman of Commission VII Sutan Bhatoegana, also agreed to Indonesia Crude Price (ICP) U.S. $ 100 per barrel.

This is in accordance with the Financial Memorandum speech read by President Susilo Bambang Yudhoyono, August 16, 2012.

Minister Jero Wacik explained on that occasion, oil and gas production continued to decline since 1996, and is expected to reach its lowest point in 2012 and 2013. Increased production will start to happen in 2014, mainly from the Cepu Block. Gas production will also start to increase in 2013.

If combined, the oil and gas production in 2013 will reach 2.26 million barrels of oil equivalent per day in 2014 amounted to 2.393 million barrels of oil equivalent per day and 2.57 million barrels of oil equivalent in 2015.

While the Indonesian crude oil price projections (ICP) in 2013, based on world oil prices tended to increase in the first quarter of 2012, but it tends to fall at the beginning of the second quarter of 2012 as a result from the easing of tensions in the Middle East and the U.S. economic recovery. In the third quarter of 2012, world oil prices have increased again because of worsening geopolitical situation in the Middle East.

In addition, the oil price forecast in 2013 is also based on various sources of WTI, and Brent Reuters ranging from U.S. $ 65-140 per barrel.

"We calculated that if taking the number 100 as a basic assumption (oil prices) will be safe enough to face the world oil price shocks in the future. Course, we can not guarantee it will for sure (ICP) in the 100 because it concerns the world and us," he said .

However, he added, according to the Ministry of Energy, ICP of U.S. $ 100 per barrel, be accountable to the basic assumptions of 2013.

Parliament and Government also agreed on the volume of fuel and fuel subsidies amounted to 46.01 million KL, consisting of premium / bioethanol KL 29.20 million, 1.70 million KL of kerosene and diesel / biodiesel 15.11 million. 3 kg LPG agreed as 3.86 million tons.

As for biodiesel subsidies, agreed Rp 3,000 per liter. Bioethanol subsidies Rp 3,500 per liter.

LGV was agreed subsidy of Rp 1,500 per liter and Alpha fuel subsidy of Rp 642.64 per liter by ICP assumption of U.S. $ 100 per barrel and the exchange rate of Rp 9,300 per liter. (EMR)

BPMIGAS-Kangean Compensated Use The Forest

Jakarta (Telukharunews) - BPMIGAS with Kangean Energy Indonesia Ltd.., Agreed to do the replacement land compensation for the use of forest land for oil and gas upstream activities in operating Kangean, East Java (East Java). Deputy Chief BPMIGAS, J. Widjonarko symbolically give the official handover of land to the Director General of Forestry Planning, Ministry of Forestry, Bambang Soepijanto in Jakarta, Tuesday (11/9). Present at the occasion, Executive Vice President Kangean, Kumada Hitoshi and Head of Forestry, East Java, Gatot Subektiono.

Land area of 59 hectares located in the Village handed Throughout, District Sapeken, Sumenep, East Java. JAKARTA - External factors such as licensing, overlapping land, compensation and other social issues found to be the most dominant constraint in the implementation of the exploration of oil and gas upstream. This is evident from the results of the evaluation conducted by the Executive Agency for Upstream Oil and Gas (BP Migas) to the Production Sharing Contract (PSC Contractor) exploration exploration certainly has not fulfilled commitments.

Of the total of 121 contractors KKS exploration period exceeds 3 years, there were 69 contractors who do not meet the KKS definite commitment. "Based on the mapping done by BPMIGAS, the external factors remain major obstacles experienced by 69 contractors working area exploration," said Deputy Chief J. BPMIGAS Widjonarko when opening Farm In-Out Forum 2012 in Bali, Friday (7/9).

Constraints such as licensing, overlapping, and others, occurred in at least 33 percent of 69 exploration contractors who do not meet exploration commitments. At the same time, these contractors also face more than one obstacle.

To help overcome these constraints PSC exploration, plainly year BPMIGAS form PSC Operator Work Area Forum Operations (FOKWE). Licensing and Social Committee, which is one FOKWE committee has made several attempts to overcome these obstacles, among others, in the administration of strategizing and organizing extent permitted sharing session on security and social issues involving multiple contractors KKS considered successfully address issues related to these issues. Containers discussion is expected to provide inspiration for other KKS Contractor experienced the same problems.

Risk Sharing

In addition to external constraints, the second highest constraint is internal constraints KKS Contractor itself, such financial problems and the operatorship. Constraints occurred in 24 percent of 69 exploration contractors who do not meet definite commitment exploration.

Internal constraints are related to the nature of the upstream oil and gas industry is a capital intensive industry and high risk. Therefore some PSC has the intention to offer its shares to the other party to share the risk.

Widjonarko said the existing provisions, both in government regulations or in contracts, KKS Contractor has the right to share the risk with others. "However, based on the rules, during the first 3 years PSC should not be transferred operatorship and remain a major interest holder," said Widjonarko. He added, BPMIGAS support KKS Contractor during the risk-sharing rules.

In order to facilitate the PSC to share the risk of holding Farmout BPMIGAS Forum 2012 which is one of the strategic programs FOKWE. This forum is a forum to bring together the PSC Contractor will perform farm out the PSC Contractor or prospective investors who are interested in farm. A total of 22 contractors who are looking for investors to open a booth to present its jurisdiction in this forum.

Widjonarko affirming all efforts to expedite exploration activities to be supported as the fulfillment of exploration commitments will ultimately increase national oil and gas reserves and production. (EMR)

Pertamina Pioneering the use of LNG for Transport and Household

PT Pertamina (Persero) began pioneering the use of liquefied natural gas (Liquefied Natural Gas / LNG) for fuel for transportation and household sectors are expected to suppress the fuel consumption, reduce subsidies, and the State's foreign exchange.

As a commitment in pioneering the use of LNG for transportation and households, Pertamina, through its subsidiary, PT Badak NGL today to test the use of LNG for vehicle operations. In addition, trials are also conducted on three units of domestic stoves.

"Today is the starting point for the utilization of LNG transportation and household sectors. Starting from the operational vehicle Badak NGL, is expected to be an example for the future can be expanded utilization, both in the transport sector and households. Pertamina is committed to the complete infrastructure required for the successful utilization of LNG for domestic purposes in the future, "said Director of Pertamina Karen Agustiawan when the pilot saw the use of LNG for transportation and households in the PT Board NGL, Bontang via video conference today.

LNG business paradigm that earlier export-oriented, has begun to change since the operation of the Floating Storage Regasification Unit 1 Nusantara Regas on May 24, 2012, as the receiver terminal, storage, and regasification of LNG in Indonesia to serve the needs of gas to PT PLN. Answering the domestic LNG era, the development of various applications in domestic use of LNG more wide open, including the transport sector and households.

Based on statistics from the NGV Global, currently there are approximately 15 million gas vehicles in operation in the world. Recording is done on all types of gas-fueled vehicles in the form of LNG, CNG and LGV.

Compared with gasoline and diesel, LNG is more environmentally friendly because it can reduce emissions about 85%, and compared to CNG, LNG has a value of energy density 3 (three) times larger on the same volume. LNG can be stored in a low pressure (1 atmosphere), and has a longer distance.

In addition, the use of LNG as a fuel is also able to reduce vehicle operating costs because the price of LNG is more expensive than non-subsidized price of diesel fuel. LNG prices in the range 18-20 USD / MMBtu, while the non-subsidized diesel around Rp 9.807/liter or equal to 31 USD / MMBtu. LNG fuel is very appropriate when used by large vehicles with operational distances as far away as buses, trucks, and locomotives, as well as for the marine transport sector.

Pertamina through its subsidiaries, namely PT Pertamina and PT Badak NGL Gas began work on the LNG market potential, especially for the transport sector mining in Kalimantan. In the early stages, they have been cooperating with PT Mandiri Indominco, one of the major companies operating coal mine in Kalimantan, as the end user of LNG.

Targeted at commissioning stage began on December 1, 2012, a total of four dump trucks inpit Indominco will use LNG as fuel at an estimated requirement of about 60 MMbtud LNG. When fully implemented, there are about 84 high dump trucks that would use LNG as fuel with LNG requirement of about 3.97 bbtud.

Meanwhile, the potential utilization of LNG to coal mining in Kalimantan is estimated to reach about 0.62 million tonnes per year. That's assuming the level of consumption of non-subsidized Solar four major coal mining companies operating in the region reached 1.62 million kiloliters per year.

On a national scale, the market potential in the domestic Solar by 2012 approximately 16.3 million kiloliters and partly acquired through imports. When converted to gas by 20% only, will be able to save foreign exchange of at least U.S. $ 1.43 billion per year.

In addition to the transport sector, LNG can be applied as an alternative to LPG in households (household). In various parts of the world, natural gas is commonly used as fuel for domestic stoves for better ensure the safety and cleanliness of the emissions produced than LPG.

LNG prices are much cheaper than LPG which costs about U.S. $ 22 per MMBtu. For the same energy value, the volume of LNG required 14% lower compared to LPG.

To make it happen, it requires a supporting infrastructure to be prepared. LNG development in some parts of Indonesia station will depend on a number of other Pertamina projects, such as the FSRU and LNG Mini.

FSRU construction is needed to ensure the supply of LNG in the region that have large market, but lack of gas supply, for example in West Java, or areas that do not have a gas source, such as Central Java. In addition, Mini LNG Plant LNG needed to meet demand in areas near sources of gas on a small scale. (Source: EMR)

Upstream Oil and Gas Industry Need Legal Certainty

Oil well drilling activities in the region of the Business Unit Pertamina EP Lirik, Riau (photo: Telukharunews)
JAKARTA (Telukharunews) - Upstream sector of oil and gas (oil) is the industry's long-term dimension, full of risk, need financing and high technology, as well as reliable resources.

"Legal certainty and the rule of doing business and doing business in this strategic sector is a necessity," said Head of Legal Department, Executive Agency for Upstream Oil and Gas (BP Migas), Sampe Purba in Jakarta, Sunday (22/7).

Until explained, need 6 to 10 years to determine whether an area of commercial work to proceed. If deemed not find commercial oil and gas reserves, the work area is returned to the government. Costs have been borne out and the risk of contracting cooperation contracts (KKS). Conversely, if deemed commercial, it still needs about one to three years to build the facility and find a market that is expected. "After the new oil and gas could be produced," he said.

He reminded, at the time that exploitation, not merely to drain existing resources. Contractors are required to find and discover new oil and gas reserves for sustainable production. As natural resources are not renewable, it will decrease the productivity of oil and gas naturally. Until a way to produce oil and gas is also becoming increasingly expensive. Dewatering methods will also be moving towards an increasingly high tech. "It takes a huge investment," said Sampe.

Although the upstream oil and gas industry is so complex, Sampe say, all this has opened greater opportunities to the state, enterprises, cooperatives, small businesses, and private sector to take part. Just how the parties to the risk and the ability to access capital. So it is not exclusive only to foreign companies.

He also revealed that BPMIGAS supervise and control the oil and gas production and reception of the State according to the targets set. In addition, efforts to maintain the sustainability of energy exploration and the search for oil and gas reserves. Implementing agencies also regulate spending and spending KKS contractor. In addition to the imposition and use in accordance with the provisions and rules applicable engineering, encouraged the multiplier effect as one of the driving forces of economic society.

"As a government policy implementers, BPMIGAS have accountability and sound governance in the execution of his duty," he said. Exemplified, reporting and consultation to the legislature and ministries/agencies, as well as performance audits and financial accountability in the administration system of governance. INDONESIA IS NOT THE FAILED STATE

Rudi Rubiandini (Photo by EMR )
Deputy Minister of Energy and Mineral Resources of Indonesia, Rudi Rubiandini denied release reported by the Fund fo Peace (FFP) in http://www.fundforpeace.org/ site on Monday (6/18/2012), Indonesia stating the list of failed states in the world. FFP put Indonesia on the order of 63 along with the State of Gambia from 178 countries as a failed state.

"After I go to her site and I learned there were 178 countries included in that list, but the list is not a list of countries that will fail, because in it there are American, German and there is a wide range of countries, that means the countries evaluated, only in say, the title , how far of a country that can fail, he sort of 1 to 178 countries and Indonesia position which comes out to 63 to reach failure. So how hard we have to fail because it has to go through another 63 new step can fail, "said Deputy Minister of Energy and Mineral Resources of Indonesia, Rudi Rubiandini when delivering his keynote speech at the inauguration of the first gas distribution Sirasun Batur Light Field, Block Kangean to domestic buyers, Friday (22/6 / 2012).

If so, Rudi continued, "this means do not fail, so we should be just behind the title, how much we became number 1 in the world, behind, from our position of 115 178 was the number one country is so successful, we just choose to say 63 from position 115 to fail or not be said of the position very successfully ".

"So this is not something, it's just info only, but not declared Indonesia is a failed state," said Rudi.

FFP fails to rank 178 countries are sorted based on 12 indicators, namely social, economic, and political, and more than 100 sub-indicators. These include issues such as uneven development, State Legitimacy and Human Rights. Each of the indicators rated on a scale of 1-10, based on an analysis of millions of documents available to the public, other quantitative data, and assessments by analysts.

Rudi explained, of the 12 indicators used to achieve the range 1-178, there are three indicators that are relatively low for Indonesia that is, the first demographic problem premises means a very high population growth, the emergence of security instability. (Source: EMR)

Under the Oil and Gas Law 22 th 2001 More oil and gas working areas of the National Company Won

Telukharunews - By using this form of production sharing contracts, in truth confirming the full sovereignty over to the upstream oil and gas. As known, the form of production sharing contracts (which is a change of form of Contract of Work) introduced when Bung Karno nationalize the oil companies who use any form of contract before the days of royalty. This change was done as a form of implementation of the mandate of Article 33 UUD 1945 in order to control the natural resources that dominate the life of the people. With production sharing contracts (which are now under age 22 th 2001 oil and gas law known as the Cooperation Contract) of foreign operations that do not mean clear strategic industry is foreign owned.

"National and foreign oil companies as contractors who work on only the state-owned oil and gas work", said Head of Public Relations Division, Sekurti, and Formality, BPMIGAS, Gde Pradnyana in Jakarta, Sunday (13/5).

He said, each contractor (national or foreign) shall report the plan of work to be performed, ongoing activities, to programs that have been completed. Full authority remains in the hands of the government, in this case BP Migas, the regulatory agency and control.

"We are determining whether a program goes into the cost component of cost recovery or not," he said.

With the cooperation contracts (KKS), the oil and gas production, after deducting operating expenses, divided according to the agreements stipulated in the contract of cooperation. For 85 percent of the oil states, the remaining contractors. As for the gas, 70 parts of the country, the rest are contractors. While for royalty as a form of contract in use in Western countries which adopts the capitalist, the state had no authority to regulate oil and gas operations management activities. In these countries the management operations performed by employers who fully mastered oil and gas fields. Countries there did not have sovereignty over natural resources. State royalties are only obtained from the depletion of natural resources and the corporate profit tax. "So inaccurate assumption that we do not have sovereignty over oil and gas resources", said Gde.

Currently being discussed the revision of Law No. 22 of 2001 on Oil and Gas by the House. Some threw the opinion of Law 22/2001 to be overhauled because it contravenes the 1945 Constitution, but actually this revision to anticipate the development of an increasingly strong democratic era.

Admittedly, he said, the Law 22/2001 which was born to meet the demands of reform and decentralization is far better than the previous rules, namely Law No. 8 of 1971 which was highly centralized. In the old era of the centralization of power occurred. Pertamina when it serves as a regulator (the supposed authority of the government) as well as the operator. It is that in the past to make our national oil and gas companies to be inefficient and accountability are very low. For example, the first revenues from oil and gas upstream sector obtained after reconciled with the balance of advantage and disadvantage of Pertamina. Now the reception is directly received by the state treasury. Another example, the first amount of retention / management costs for supervision and control of the cooperation contract reached three percent of the oil and gas revenue. At present, set up one percent, that would be submitted first to the government.

"So the argument that once the cost of managing upstream cheaper, obviously wrong," he said.

In the era of the old oil and gas law, the Work Area (or block) Gas only offered and given to big companies, which is dominated by foreign companies. Now, with Work Area of Law 22 th.2001 publicly tendered.

Now is not surprising that data from the Ministry of Energy and Mineral Resources (ESDM), showed that throughout 2001-2011, 74 percent of working areas are already producing oil and gas produced by foreign companies. Because they generally obtain contracts in the era of the Law 8 th 1971.

"When viewed statistically, more new exploration blocks rather than foreign owned national company," he said.

Throughout the years 2001-2011, with the enactment of Law 22 th, 2001, statistics show an average of 17 new blocks are given. Of that amount mostly given to national companies. Foreign contractors winning tenders only in the area of deepwater oil and gas blocks in the Makassar Strait in Indonesia and the eastern frontier.

Another thing that is quite crucial, Act 8 of 71 led to a very centralized area will never have a role to participate in managing natural resources (SDA) in the region. Now, with the Oil and Gas Law 22/2001, the role of the region accommodated by giving participating interest.

Gde asserted, even if oil and gas law revision, it should be in connection with efforts to support increased oil and gas reserves and production. "This includes efforts to increase national capacity, including supporting industries, producing areas where participation would also be more wide open." He said. (BP Migas)

We saw in Aceh, there are terrorist training, in the field there is a bank robbery and so on. So this area is quite vulnerable.

In addition, Agus also explained that radicalism is the seeds of terrorism. Radical stems from violence. Violence stems from people not satisfied, the envy, and this can lead people to do violence.

There may be in the audience asked why the implementation of anti- terrorism socialization is done in Pangkalansusu, because Pangkalansusu an area 's potential for inclusion of the effects of radicalism. If the first is pure terrorist, according to Deputy -I BNPT, ideological reasons and beliefs. He gave an example, radicalism is not new, if we look at past history, there Kartosuryo with Darul Islam. That's where the seeds begin to emerge radicalism, where Kartosuryo want to establish an Islamic state, run Sharia - Islamic law, many of his followers, the most famous of which is Abubakar Baasyir and Abdullah Sungkar. The gang that was crushed by the military, Kartosuryo killed. But the doctrine did not die even they form Darul Islam in North Sumatra, Aceh and in Ujung Pandang.

As Indonesia entered the era of the new order, there are regulations ISA ( International Security Act ). This regulation is very hard, so they ( Saxon radicalism, ed ) fled to Malaysia, sumbur living in Malaysia. At the same time appeared the Russian intervention in Afghanistan ( Islamic state ), so it appears the Islamic solidarity throughout the world are called to assist his friends in Afghanistan against the Russians, including Indonesian youths from the Darul Islam in Malaysia. They went to Afghanistan to fight against Russia because of religious sentiment. They strive to defend his religion that has been oppressed by the Russians at that time. The initiative is the passion to defend Islam.

Similarly, at the time of Prophet Muhammad, when the Islamic religion was suppressed, their jihad against oppressor.

But many things affecting the Indonesian youths who had fought against the Russians in Afghanistan, they've joined the mujahit teachings of Islam from Pakistan, the Middle East and the flow of Al Qaeda whose teachings are very hard.

"That's where they are contaminated with the teachings of Islam are harder and more radical, " said Deputy -I BNPT.

When a new order emerged fallen reform, democratization, all may speak anything in the reform era. All can act anything. They returned to Indonesia. Since the start of the flow of radicalism thrives hard teachings and the teachings of terrorism in Indonesia. The young ex- combatants in Afghanistan split into two, one party that has been contaminated with Al Qaeda's Jemaah Islamiyah and the other to argue their duty to defend the religion of Afghanistan is over, Russia was defeated, they live peacefully again in Indonesia.

While the group Jemaah Islamiyah, which has been contaminated with the teachings of Osama Bin Laden remains opinionated America and its allies are the enemies of Islam including Indonesia are friendly to America. The Indonesian government is disbelieved, let's us versus the government of Indonesia. Finally they made a terror bombing in Bali, at the JW Marriot Hotel and several other places.

On the surface, Jemaah Islamiyah has been destroyed utterly destroyed Detachment 88, but the root of the problem has not been completed, continue to emerge precisely the spirit of jihad other versions. Because it seems this country's economy there is no progress, look at the tv news the Government continues to aggravate the personal existence, violent soap operas, etc. disappointment. " That's what continues to poison the minds of our young children, " said Agus.

Dialog with May.Gen. Agus Surya Bhakti about terrorism.

Touching upon the issue of jihad, Deputy -I BNPT Prevention Action field describes the terrorists, some have argued that the professed doctrines of jihad terrorists are Fisabilillah. Is this war era? There is also an opinion, to destroy people. Does Islam teach people to do violence? Islam never taught to perform acts of violence, but teaches us to do good for mankind, even not only to man, to nature and everything in it we also have to apply either.

" So, do not argue when it's killed several hundred people in the hope of directly go to heaven, greeted by an angel. So why do I bother to work, I take a bomb and then crash it, I die go to heaven. This understanding is ridiculous, "said Agus.

Therefore, Agus added, I will not cease to invite the scholars, students and friends at boarding school, let us together toward the true religion.

On several occasions I met with the people there are asking, why the Muslims are always blamed, and why Islam has always been said to be terrorists, why always say radical Islam. That's good if people realize that Islam is not a terrorist. Therefore, let us show that it is not radical Islam, and Islam was not a terrorist.

On the other hand, Agus invites all elements of society and the parents to supervise the behavior of their children so as not to fall into the trap of violence, radicalism, let alone caught in a terror network.

A Mother's Heartline

By: Seruni Nita

Mother, when your eyes closed in exhaustion is imagined in your eyes is the face of your children. What has happened with my kids today? " May they always be fine, " the words that escaped her lips.

Mother was so noble heart, but where your children when the mother is in anguish seeking a dollar for the sake of her baby. And when the mother away from her children, if anyone asks how her mother? Is there flashed in his mind, how my mother's current condition, good is he?

Outpouring of her heart has opened the eyes of my heart that no heart to a mother to her child, but why would a child have the heart of the mother who has nurtured since childhood to adulthood. Without the love of a father, mother's love is always devoted to you but when you're good at running and stepping as well as adults, the mother you never forget.

My mother just asked to be given little attention in the days begin to crawl this evening. MOM should not toil, but for you my son, let me live life even though my body ached. Legs began to falter. Power was gone. Spirit and your smile that made my mother stand at the shoreline.

This outpouring of her heart to me today to us ponder how noble heart of a mother towards her child. But where the conscience of a child when his mother in distress make a living for the future of their children.

Apparently there is not much we can do to a mother that she was always smiling, just give the mother 's attention, it's just a mother ask for. For example, by saying, Mom, how are you today or mother had eaten or not.

News and these words when we speak every day at a time when we are far away from him, how wonderful a mother's heart like a diamonds.

Hopefully these notes useful for us that far from being a MOM. Care about and pay attention to the mother while she was still there. Do not make her feel sad for her children no attention to his mother. Moreover, to make her cry because she felt had been forgotten by their children. Remember the saying of the wise, Heaven is in mother's feet.
